Mount bracket - one bolt is too short

I'm using the reinforcement bracket for a powerlet adapter only. I 'm not using it in conjunction with the windshield reinforcement mount. According to the instructions, I have to use the included washers on the hole closest to the gauges which I did. The one bolt closest to the gauges isn't long enough in my opinion. The bolt does not come all the way through the nut when tight. If the washer wasn't installed, it probably would but I figured they wanted me to use them for a reason. I will have to keep an eye on it to ensure it doesn't back out. I should have used blue loctite on it.
